Over the last year, RAPS has been collecting signatures to petition the City of Richmond to ban or restrict the sale of animals from retail outlets (such as pet stores). RAPS has found that a large number of these animals are bought as impulse buys and are often abandoned or surrendered to the Richmond Animal Shelter within a year of purchase.
